The project

Start with what
neighbors observe.

The project concerns the Bebow manure pit, owned by Jeff Bebow, at 3250 N Begole Rd in Arcada Township. Neighbors met on September 30, 2026, to discuss their experiences and possible next steps.

Residents have reported odor concerns and symptoms such as headaches. These reports motivate further investigation; they do not establish the source of a symptom, exposure level, or a regulatory violation.

Our approach: retain original records, distinguish firsthand observations from interpretation, and update conclusions as evidence becomes available.

Questions deserve

What records are we trying to understand?

Site-selection materials, odor-management documentation, maps and drawings, agency correspondence, and any relevant deficiency notices. The original requests and agency responses should guide the final document index.

Where are the source documents?

The report archive below includes Sue Welling’s email documenting her MDARD complaint. Signed-in members can add report records and supporting documents. Meeting transcripts, FOIA requests, and agency responses can be added as they become available.

What remains an open question?

The project's record still needs to establish the applicable approvals, operating requirements, agency findings, and available mitigation options. This site does not present those matters as settled.

Agency report archive

Reports made to agencies

Retain the report, submission evidence, reference number, and any agency response together. An archived report documents what was reported; it does not establish an agency finding.
